Felling for BGN 8,000,000

Southwest State Enterprise – Blagoevgrad is registered in the Commercial Register on 8 July 2011. The enterprise manages the state’s forests in seven administrative areas – Blagoevgrad, Pazardzhik, Sofia City, Sofia District, Kyustendil, Pernik and Lovech. In its structure there are 41 territorial divisions, 36 of which are state forest holdings and 5 are state hunting holdings.

The area of the forest territories in the scope of Southwest State Enterprise amounts to 968 934 ha, 310 686 of which are the state forest holdings (73.4%). This is an extremely rich natural resource which determines a lot of forest activities.

The six state enterprises were created when Miroslav Naydenov, a member of GERB, was Minister of Agriculture (2009-2013). The aim of these structures was to organize the felling. Multiple accusations were targeted at the enterprises – accusations of monopolizing the branch, of not making public decisions, and following unclear rules when selecting felling companies.

Millions worth of public procurement contracts – all for one person

The enterprise’s work is important, and it is interesting to know how it functions and what is happening on the inside. By the way, this is one of the structures receiving minimal public attention.

Through an examination of the public procurement contracts, a non-personified company is reached. These companies do not have independent legal personality, ie they do not represent legal entities. They are known in Bulgaria as Companies under the Law on Obligations and Contracts (DZZD).

“Forest Road” (“Gorski Pat”) DZZD is a merger established on 16.03.2017 in Sofia between “Kopex & Co.” Ltd., “BG Land Ko” Ltd., and “Hydrostroy” Ltd. As for the assets and ownership distribution, the first two companies have 45% each, while the last one has 10%. To this date, the first two partners in this merger remain the same. However, in the start of 2018 “Hydrostroy” Ltd. has left the company. Its place has been taken by “ISA 2000” Ltd.
